At the end of 2011, the U.S. Department of Justice (DOJ) issued a clarifying opinion on its interpretation of the Wire Act of 1961, essentially saying the Act prohibits only online sports betting while allowing for the online sale of lottery tickets.  The decision seemingly clears a major federal hurdle for states looking to legalize online gambling within their borders, and active discussions about legislation are taking place across the country.  For all its clarifications, however, the DOJ opinion raises more questions than answers.
